What Is the Federal Skilled Worker Program?
The Federal Skilled Worker Program (FSWP) is one of three federal programs managed through Express Entry. It is for skilled workers whose experience was gained inside or outside Canada. To qualify, you must meet minimum requirements for work experience, language and education, score at least 67 out of 100 on the program's selection grid, and then be ranked by your CRS score in the Express Entry pool.
| Feature | Detail | ||
|---|---|---|---|
| Work experience | At least 1 year continuous full-time skilled work (TEER 0 to 3) in the last 10 years, in one occupation | ||
| Language | At least CLB 7 in English or French in all four abilities | ||
| Education | At least a secondary-school credential; an Educational Credential Assessment for foreign study | ||
| Selection grid | At least 67 out of 100 points | ||
| Funds | Proof of settlement funds unless you have a valid job offer and can work in Canada | ||
| Job offer | Not required | ||
| Intended residence | Outside Quebec |
Why Skilled Professionals Consider the FSWP
- •Foreign Experience Counts — Skilled work gained in the UAE or elsewhere can qualify, unlike the Canadian Experience Class.
- •No Job Offer Needed — You can be invited without a job offer, although one earns extra points.
- •A Direct Federal Route — The FSWP leads to permanent residence if you are invited and approved.
- •Family Included — A spouse or partner and dependent children can be included, and a partner's profile can add CRS points.
- •Flexible Settlement — You can settle anywhere outside Quebec.
- •Category Rounds — FSWP candidates may also be eligible for category-based rounds if they meet the category requirements.
Federal Skilled Worker Program Requirements
Work experience
- •At least one year of continuous paid full-time work (30 hours a week) or the equivalent in part-time work, in one skilled occupation.
- •The occupation must be in TEER 0, 1, 2 or 3 of the National Occupational Classification.
- •The experience must be within the last ten years.
- •Your duties must match the NOC lead statement and most of the listed duties, not only your job title.
Language
- •CLB 7 or higher in speaking, listening, reading and writing.
- •An approved test: IELTS General Training, CELPIP-General, TEF Canada or TCF Canada, less than two years old.
Education
- •At least a secondary-school credential.
- •An Educational Credential Assessment for education completed outside Canada, generally valid for five years.
Funds and admissibility
- •Proof of settlement funds, unless you have a valid job offer and can legally work in Canada. The amount depends on family size and is updated each year.
- •Medical and security admissibility, including police certificates and a medical exam.
- •An intention to live outside Quebec.
How the FSWP Selection Grid Works
The grid is scored out of 100. You need at least 67 points to be eligible for the FSWP. It decides eligibility only. It is not the CRS.
| Factor | Maximum points | How it works | |||
|---|---|---|---|---|---|
| Age | 12 | 12 points for ages 18 to 35, falling by one point a year to zero at 47 | |||
| Education | 25 | From 5 points for a secondary-school credential up to 25 for a doctoral degree; a bachelor's degree earns 21 | |||
| First official language | 24 | Up to 6 points for each of four abilities at CLB 9 or higher | |||
| Second official language | 4 | 4 points for CLB 5 or higher in all four abilities | |||
| Work experience | 15 | From 9 points for one year to 15 points for six or more years | |||
| Arranged employment | 10 | A valid job offer | |||
| Adaptability | 10 | Partner's language, past study or work in Canada, relatives in Canada, and arranged employment | |||
| Total | 100 | Pass mark: 67 |
How the FSWP Process Works
A general overview in eight stages. Your sequence may vary, and none of the timelines are guaranteed.
Step 1 — Check eligibility and the 67-point grid
Confirm your NOC code, your experience and your score on the grid.
Step 2 — Take a language test
Take IELTS General Training, CELPIP-General, TEF Canada or TCF Canada, aiming for CLB 7 or higher.
Step 3 — Complete an Educational Credential Assessment
Obtain an ECA for your foreign education from an IRCC-designated organisation.
Step 4 — Create your Express Entry profile
Submit your profile to the pool. It stays valid for 12 months.
Step 5 — Improve your CRS score while you wait
Update your language results, education, experience or nomination status.
Step 6 — Invitation to Apply (ITA)
If you are selected in a round, you have 60 days to submit a complete application.
Step 7 — Submit your application
Upload documents, pay the fees, and provide a medical exam, police certificates and biometrics.
Step 8 — Decision and landing
IRCC reviews the application and decides. If approved, you receive a Confirmation of Permanent Residence and land in Canada before it expires.

What UAE-Based Applicants Should Prepare
- •Employment letters — For each employer, a letter showing your title, dates, hours, salary and duties in your own words that match the NOC.
- •Experience from several employers — Experience can be combined if it is in one occupation, but each period must be documented.
- •Education assessment — Start your ECA early, because it can take several weeks.
- •Language test — Book a test date that gives you time to retake it if needed. Results last two years.
- •Police certificates — One from each country where you lived for six months or more since age 18, including the UAE.
- •Proof of funds — Bank statements that clearly show available funds in your name, and any joint account evidence.
- •Consistency — Make sure names and dates match across your passport, Emirates ID, certificates and letters.
